She had her Master’s in Electrical Engineering Education in University of the Philippines. Her fields of experts are Gender in ICTs, Telecommunication/ ICT Policy and Regulations and Cybersecurity. She joined ITU in 2005 and has since then been working on the promotion of telecommunications development through direct country and sub-regional actions, advisory services, and capacity building in the Asia-pacific region.

He served as an assistant professor at Texas Tech University and Tulane University in USA.

She received Ph.D in Development Communication and Development Management in University of the Philippines at Los Banos. She was the Chair of the Asia Pacific Telecentre Network (APTN). Currently, she is the Director of the “Development Communication Knowledge Management Center (DCKNMC)” at STOU.

She gained her Bachelor’s Degree in Communication Science from Jenderal Soedirman University and Master’s Degree in Information Technology Services in Institute Technology of Bandung. She also participated in Competency Development Program in PPM School of Management and Capacity Building training of Gender Policy in Sookmyung University.
